UAE’s Falcon H1 Tops Sovereign AI Index
The Middle East led Counterpoint’s sovereign AI rankings in H1 2026, with UAE-developed Falcon H1 taking the top position.
Counterpoint Research ranked UAE-developed Falcon H1 first in its 2026 Sovereign AI LLM Index. The Middle East also ranked as the most mature regional ecosystem in the first half of 2026. The study assessed more than 80 countries and analyzed over 170 models across more than 55 active sovereign LLM nations. The comparison excluded the United States and China.
The index measures four areas: ownership, foundational model development, native-language depth and deployment in real-world applications. Falcon H1, developed by Abu Dhabi’s Technology Innovation Institute (TII), led across all four areas.
Sovereign AI is increasingly becoming a national security priority, giving governments greater control over models, data, language capabilities and deployment.
For governments, sovereign AI offers greater control over AI models, data, language support and deployment. It can also reduce dependence on foreign technology providers. Counterpoint links the growing focus on sovereign models to data security, technological independence and geopolitical risk.
Four Middle East models among leaders
Four Middle East models reached the leading edge of Counterpoint’s sovereignty spectrum. They include Falcon H1, Saudi Arabia’s ALLaM, and UAE-developed Jais 2 and K2 Think V2.
Their strengths include government-affiliated ownership, strong Arabic-language coverage and deployment in public-facing services. Counterpoint cites the UAE’s TAMM super app as an example of sovereign AI reaching citizens at scale.
Globally, 56% of sovereign LLMs are adapted from existing open-source models rather than built from scratch. However, Counterpoint says countries are increasingly seeking to reduce their dependence on foreign open-source foundations.
The Middle East pipeline is also expanding. Qatar plans to launch Fanar 3.0 in December 2026, while Iraq is developing a government-led sovereign LLM. Oman plans to scale its national Mu’een model. Kuwait, Jordan and Bahrain remain at the strategy stage.
