Dubai Launches Unit to Monitor E-Scooters and Bikes

Dubai’s Roads and Transport Authority and Dubai Police have launched a new Personal Mobility Monitoring Unit to improve compliance with traffic rules and boost safety for users of bicycles and electric scooters across the emirate, WAM reported

Dubai’s Roads and Transport Authority and Dubai Police have jointly launched the Personal Mobility Monitoring Unit, a new enforcement initiative aimed at monitoring personal mobility users and strengthening compliance with traffic regulations. According to WAM, the unit will begin operating on May 1, 2026 across cycling tracks, main roads and soft mobility zones in Dubai.

The unit will focus on unsafe behavior involving bicycles and electric scooters, including riding outside designated tracks, failing to wear helmets and protective gear, exceeding speed limits, reckless riding and tandem riding on e-scooters. Violations will be issued, and non-compliant vehicles will be impounded in coordination with Emirates Auction LLC, WAM said.

Operations will cover all areas of Dubai under Executive Council Resolution No. 13 of 2022 regulating the use of cycles in the emirate, including electric scooters, bicycles and electric bicycles. Key focus areas include Jumeirah Beach Track, Mohammed bin Rashid Boulevard, Dubai Water Canal, Business Bay, Dubai Marina, Al Mankhool, Al Karama, Al Hamriya, Al Raffa and Al Muraqqabat.

The move reflects Dubai’s broader push to make soft mobility safer and more structured as the use of e-scooters and bicycles continues to grow. Officials from both RTA and Dubai Police said the initiative supports the emirate’s goals around traffic safety, public awareness and smart, sustainable mobility.
