Hytera Pleads Guilty to Trade Secret Theft from Motorola Solutions

Motorola Solutions announced that Chinese telecommunications company Hytera Communications Corporation Limited has pleaded guilty to felony charges of conspiracy and trade secret theft. Hytera admitted to unauthorized acquisition of Motorola Solutions’ confidential documents and source code related to DMR technology, using them to develop its own DMR products.
“Hytera’s admission of guilt validates the evidence of its illegal conduct,” said Greg Brown, chairman and CEO of Motorola Solutions. “We commend the Department of Justice for prosecuting criminals who steal from American companies.”
In 2021, the U.S. Department of Justice filed felony charges against Hytera and seven employees for a decade-long conspiracy to steal Motorola’s trade secrets. Former executive Gee Siong Kok pled guilty in 2023 and is awaiting sentencing; six other employees remain at large.
Hytera’s sentencing is scheduled for November 2025, where restitution and fines are expected. Meanwhile, Motorola’s civil litigation against Hytera continues, including efforts to collect a $471 million judgment for trade secret and copyright infringement.
