Kuwait Deploys Nationwide Emergency Alert System in Record Time
Kuwait has launched a new national public warning platform to strengthen emergency communication capabilities amid the ongoing conflict in the Middle East.
The project was implemented under the supervision of the Communication and Information Technology Regulatory Authority (CITRA) together with Kuwait’s three mobile operators — Zain, Ooredoo, and STC. The authorities selected Intersec to rapidly deploy a nationwide alerting solution capable of delivering geo-targeted emergency notifications directly to mobile devices through Cell Broadcast technology. These alerts appear as full-screen messages accompanied by a dedicated warning tone.
A major distinguishing factor of the project was the speed of execution. While nationwide public warning systems usually require months of preparation and deployment, the Kuwaiti rollout became fully operational in under ten days.
To meet the tight deadline, Intersec initially activated the platform through its secure cloud infrastructure hosted in France, while simultaneously working on establishing local infrastructure in Kuwait.
The system supports four categories of notifications: national warning alerts with a high emergency tone, emergency alerts with a text tone, general alerts with silent notifications, and periodic informational messages.
According to Abdullah Alawadh, Head of Security Operation Centre at CITRA, the project’s success was made possible through intensive cooperation between all involved parties. “Exceptional circumstances require exceptional teamwork. All teams worked around the clock, and we are extremely proud of what we have achieved together. We selected Intersec for its proven experience in deploying such systems across multiple countries, as well as its innovative approach it proposed to meet the ten-day challenge, and they have not disappointed.”
